And, fundamentally, if a hotel wants to attract those travellers on GSA per diem, they'll set their room rates accordingly. Unsurprisingly, there are many other hotels that do not offer such rates and don't attract/support the per diem clientele.

This is the intended purpose of a government rate. Bear in mind that properties have no obligations to offer discounts to anyone. But, if they want, by way of example, federal employees, they will either need to meet the GSA allowance or offer something so fantastic that government employees are prepared to pay out-of-pocket (unlikely).

As noted, these rates are most often capacity-controlled. Thus, ff a county employee snags a state employee rate when he should not have had access to it, it is some random state employee who may be stiffed, not the property.
