Long story short, I rented with AARP code (am active AARP member) and the landing page clearly says that
Avis provides primary liability coverage when traveling in the U.S: up to $25,000 per person, to a maximum of $50,000 per accident, plus $10,000 for property damages at participating location. You can check it here:

I've rented from that location multiple times and before doing that, I've verified both on the phone and with the rep at the particular location that Avis primary liability should be included at no charge per the terms of that AWD.
However, when I finally got into a very minor accident, it's just impossible to obtain from them that information. When I'm calling the customer service the agents say that it's not true, and there is no insurance unless I buy it, and when I ask them to read the terms of the page they say that then I have to contact AARP. AARP guys say that I have to contact AVIS. That's just an annoying vicious circle.
The main reason for my concern is that NOBODY from the claims department has contacted me for more than a month, and every time I call them they keep saying that the examinor would contact me within next couple of days. However, I
have to provide proof of liability insurance to local DMW (I don't have a car and primary insurance) by the middle of October and there is no way to get any info about it apart from that landing page above.
Has anyone had to deal with such situations before? Just trying to decide about the best course of action before my driver's license is suspended for not having liablity insurance.
