One ticket I canceled had used miles to upgrade, and I was issued a voucher for the combined cash+mileage, with miles valued at 1 cent each. (This was also how the miles were valued at upgrade time, modulo some taxes.) The "fair" conversion rate in the other direction would be 1:1 as well (so a $100 voucher = 10000 miles), though who knows if that's what they'd actually do.

Agreed in general, but miles don't expire, so if you're not going to travel again for a while miles are a "better" storage instrument than expired vouchers.
