I'm pursuing a case against KLM via the ADR as we speak with precisely the same argument. Flight cancelled the day before, more than a month after the Netherlands was removed from the UK travel corridor list and weeks after the LCY-AMS schedule was scrubbed from 5 to 2 flights daily. Requests for the airline to provide evidence that the cancellation was due to an exceptional circumstance which could not be avoided if all reasonable actions have been taken rather than for a commercial reason have been brushed off repeatedly with "the pandemic is an exceptional circumstance which nobody could have foreseen".

Not overly hopeful, but we'll see.
