Exactly. For all who are travelling for government business and/or supporting government contracts, their reimbursement rate is directly tied to the GSA per diem. Strange how that works...

And, fundamentally, if a hotel wants to attract those travellers on GSA per diem, they'll set their room rates accordingly. Unsurprisingly, there are many other hotels that do not offer such rates and don't attract/support the per diem clientele.
