There is no standard "government rate", Properties are free to set their own terms. Unlike airfares which are contracted with GSA, hotels choose to offer government rates in order to attract government employee business.
I find that most properties that I utilize set the government rate at the GSA per diem for the particular locale and the Federal and state (if offered) rates are the same.
