There is no standard "government rate", Properties are free to set their own terms. Unlike airfares which are contracted with GSA, hotels choose to offer government rates in order to attract government employee business.

The flip side is that these rates are often capacity-controlled. In that case, the property tends to care a lot less about the validity of a government employment claim. It is the government employees who ought to have had access who lose it.
