Well I'll answer my own question. I showed up at the Toronto consulate (77 Bloor St W). It took 9 business days - ended up with a 5-year multiple entry visa. Would not accept cash - needed to be a money order or certified cheque. They keep hold of your passport.

From talking to some people in line I got the distinct impression that "special arrangements" are possible to shorten the time if you contact some of the consultate staff directly....

Word of advice - allow the full 10 days
