I would probably call the property. I've seen some hotels that will have separate US, military, county, city, and state rates (and some that limit those rates to certain counties, cities, and states). I have also seen some properties that have combines state and county rates or a government rate that covers fed, state, and local. In any event, I have been finding recently that the Honors Dream Away rate has been almost uniformly undercutting the government rate that I sometimes travel on by about 5%. I would probably call the property and try to talk to someone other than a desk clerk. Ime, I used to see these separate state, county, and municipal rates more in CA and IL.
Of course, the property may not check but over the last couple of years my ID has been checked more often than not.
