The long haul flights in both directions have UUA space to F today - is there any way to contact Executive Club to secure the upgrades prior to reticketing with the FTV and $ difference?
For the requote, yes you can't chase that until much nearer departure. See umpteen posts about this in the forum, it's just the way it is, there is nothing an agent can do about it. Once the quote has come in then your PNR gets updated and then an agent can process it further.

For the UuA - well given it's not until August 2021 I doubt speed is of the essence, but that is different, you can simply ring up and ask to do the UuA. I wouldn't labour the quote issue, just select amend existing booking and ask to do the upgrade. This is separate from ticketing anyway but the lack of ticketing may mean the call will take a bit longer to complete. This assumes you will definitely UUA and accept the BA fare quote.
