Yes, the changes from 1 October are slowly clarifying. Though a fair amount of fog remains.

Several of the former Visa exemption countries have had that status re-instated. Including the UK. See at: Department of Home Affairs - Home Affairs Minister Dr Aaron Motsoaledi provides an update on the partial re-opening of borders and services during Alert Level 1

Looking at various other announcements it appears there is a principle in play where the Visa assessment is separate to the public Health requirements regarding Covid19.
A t-72 negative test certificate is normally needed.
A departure from a non High Risk country is required; although what may count as allowed transit is somewhat in the eyes of immigration (guidance appears to be leaning to LHR and AMS and Middle East transits okay). The extent to which proof and time spent in non High Risk country, prior to travel, is expected has seen less column inches.

Quite what is, and what will be High Risk countries will only play out over the next few weeks. I don't see Spain on the current list for example. Yet Switzerland is on their list.

As others have said; far too many imponderables and 'reasons against' to go visit ZA or book to visit ZA just yet.
My family there will hopefully not have to wait too long until the fogs disperse and safe travel to a reasonably Covid controlled ZA can resume.
