Yes I was having a similar problem adding it to google pay. So, I had to do two things and do r recall which one actually worked. Download the actual app on my phone to add Google pay as an option. Or, I also went to Google Pay on my desktop and added PayPal as an option. It worked afterwards on my phone but ccan't remember which was the correct method.
Doing it through the PayPal app worked for me. However, it looks like PayPal via NFC only supports debit cards or bank accounts for top-ups, so CF is going to be a no-go (unless I can figure out how to get it to use my CC).
