As indicated above, the optimal way to cashout is going to be one of these - 1) a gift card that is 1:1 (or with a bonus), 2) a bonus'd points xfer (if you have a TY card that enables this), or 3) a "loan" cashout for 1:1 (read yepperoni's post carefully). Bonus, get an extra 10% with a Rewards+ card. In fact, this offer alone could constitute most of a single max'd out Rewards+ card (but you can always stack them).
Im pretty sure you're reading it wrong. At $1499 spend you get 0 bonus points. At $1500 you get 10ppd up to the max spend at $2500 where you get 25000 points.
That's how the statement credits work too. Activated at $1500 spend threshold, max $250, so need $2500 spend to get the maximum.
