I didn't get an email receipt but noticed an extra charge on my credit card so I went to the Budget website and found the updated bill. I had gassed up the night before, 7 miles from the airport, and drove straight to my airport hotel. In the morning I drove straight to the rental car return. So at most I'd gone 8 miles in a car that the manufacturer says gets 32 mpg on the freeway.

I've emailed customer service telling them I filled the tank before returning (there wasn't a way for me to attach the gas receipt on the form). What are my chances that they will reverse it or that my Citi card will let me charge it back? (I also charged the gas to the same card that the rental car charge was on). This really annoys me because $14 on a $50 one-day rental is a pretty big penalty. If they had told me when I dropped it off, I'd have driven 1 mile off-airport to put an overpriced gallon of gas in the car at the closest station (I had time). But I really think I filled the tank well at 9:25 PM the night before returning and didn't drive more than 7-8 miles.
Don't do a chargeback unless you have to. Sending Avis a direct message on Twitter with all the details usually works well.
