Correct -- think of FFC as an unused ticket and all that can be done with an FFC is to change that ticket. It is not a general "credit".
If you can get the FFC converted to an ETC it does begin to operate as a "credit". To convert requires a request to a UA agent and then takes some time for UA to decide if it will convert.
