YMMV -- getting ETCs for voluntary cancelations for purchases after 1 August has been unclear. At a minimum, it will take an agent to initiate and will take weeks(?).

Partially used ETCs should retain the residual. However, FFC from post 2 March purchases have no residual value if not completely used.
