Jazz pilots hired before a certain date in 2013 will be guaranteed Y and eligible for space in J should there be space available when the flight closes. Newer Jazz pilots (hired in 2013 until now) will be in Y 99% of the time as they aren't entitled to J unless the flight is crazy full or some other miracle happened. Same rules in regards to Y/J class go for most of the other Jazz staff (FAs, mechanics, etc.) that are traveling positive space.
Gate agents would technically be able to change their seat up to J if they wanted, but with the new Amadeus system, every keystroke is closely monitored (unlike the old RESIII) and I'm sure it wouldn't go unnoticed by those up the food chain.
The bolded part sounds like commuting crew as well. No entitlement to J, but the first to be upgraded on an overbooked flight.
