My interpretation is that the OP is saying their mother traveled from Colombo to the US several times before the Presidential Proclamation came into effect, but that this is the first journey since then (second part not directly stated). Hence what happened in all of those previous journeys is irrelevant to determining whether BA was acting correctly here.
