Note that MUC itself is a basket case as Munich now is over the threshold and is a high risk area in Germany for domestic travel. So a traveller going from Munich to Berlin must follow Berlin rule from coming from a high risk area.
Whats the status on traveling from Munich to NRW (CGN) does it matter if one is transiting in MUC?
