How are they actualy checking? Need to fly out of DUS. Train would be preffered because the layover when flying would be really short. So Arnhem-Dusseldorf airport and away. But, if they are checking the trains, I will take the gamble on the flight. KL1855 is never late...
Are you from Gelderland? Only people from North and South Holland and from Utrecht need to quarantine in Germany. People from the other 9 provinces in the Netherlands face no restrictions when visiting Germany.
