I actually did 2 stays at the Marriott County Hall not long after they reopened and rates were a bit more reasonable, found the upgrade was pretty rubbish and first time was simply an offer of the lounge closed points and second time a round of drinks at the bar (house red/white/sparkling). The restuarant was good but the welcome was underwhelming to say the least.

Been staying at Hilton's since and saving a fortune with the occasional FHR stay thrown in where The Langham was cheaper than some Marriott options last week so really not surprised they are low occupancy, I can only assume they have brought so few staff back from furlough the aim is to run with hardly any guests, but it is certainly making me look elsewhere more and liking it!
