Colleague told me that essential workers from blacklisted states can be in NY for 72 hours without quarantine. I'm too lazy to verify that, but as others have pointed out, this stuff is nearly impossible to enforce.

There should have been rules to keep people in NY too. I suspect if they ever do any forensic tracing they'll find that many of the cases in places like FL came from people fleeing NY (bringing the Ro-ro with them). And now they blacklist all those states. Gotta love the hypocrisy.
