It's funny I was looking on the NY website reading about this form one is required to fill out. First of all, if I drove into the state, I doubt I'd have any idea such a form was required.
"Travelers who leave the airport without completing the form will be subject to a $2,000 fine and may be brought to a hearing and ordered to complete mandatory quarantine." So if I'm suspected of possibly having COVID and don't follow the quarantine rules, they would require me to go to a hearing and be forced to mandatory quarantine while also potentially spreading my virus to anyone I come in contact with on the way to and during the hearing?

Personally, I think this is more to deter people from coming to NY. I find it would be impossible to enforce this kind of stuff in a state so large with so many ways to enter.
