I suspect that there will be a clause in there that you agree to certain other administrative fees as may arise from time to time, etc. Also, in what jurisdiction will you be taking them to small claims court? Their site is garbage and I don’t see anything. The only thing I agreed to was:

Gate1.ca will request a partial refund for the refundable components as stated in the ticket conditions. Please keep in mind that most tickets are non-refundable, with the exception of specific (airport) taxes*.
but that shouldn’t count since the airline had cancelled their flights BEFORE they even sent this email.
Also, the $75 fee they took should cover all the fees and Lufthansa stated that they’re refunding full refunds to their customers who booked through them so I don’t see how Lufthansa issued a partial refund to them.
