TLV is almost halfway between Tel Aviv and Jerusalem. At last check there was a posted notice board with correct fares to popular destinations, which is useful because many of the cabbies are out to fleece you.

In Jerusalem, I'd recommend the American Colony Hotel -- note that this is on the Arab side of the city though. (Which, incidentally, means it's safer: no suicide bombs or other nastiness.)
