I think she was looking at trying to kill two birds with one stone. Hard inquiries can lower your credit score, and, assuming she was planning in advance, may have been looking to accomplish two tasks and minimize any drop in her score. With that said, your point is also well taken, especially during these economic times.
Personally, I would just apply for the new card and skip the request for an increase. If you get approved for the new card, request they move some of the new credit line to the old card.
