I completely agree with you that there is more to it than just the numbers, especially for countries outside Europe. There are very few non European counties on the 'safe list' so there appear to be different requirements there. And with the different heath care systems and general governance (including testing regimes) that is not surprising.
Personally, I would like to be able to visit my family (95 year old mother, a sister and our eldest son) in Cape Town over Christmas. But for that we need a) SA to be 'open'
b) SA on the safe list for return to the UK and
c) some personal belief that the situation is 'stable' so that we don't get caught in a lockdown there (again).
Portugal will be off the 'safe list' from tomorrow morning so there will (once again) be a scramble for early return tickets today. That's what I mean with my requirement c) above.
