I second the Budapest Marriott concierge lounge - was there on Hungary's equivalent of 4th of July last year, and it was spectacular.
My other favorite is the Le Meridien Barcelona from a high floor balcony or else the terrace outside the spa. I am biased in that Barcelona has my favorite views in the world ... was supposed to try out Cotton House this spring but had to be cancelled due to COVID.
