In general, ATMs that allow you to withdraw a foreign currency in cash are going to charge the local currency and add a commission.
No Turkish ATM provider will be in the business of letting Americans withdraw USD in Turkey for a tiny ATM usage fee. They'll be in the business of letting Turkish people withdraw USD for international travel purposes or simply as a way of holding cash in a stronger currency.

Anyway, bring the required USD to Turkey or use one of the currency exchange shops in the city (not at the airport) to buy USD; it shouldn't cost a lot because their exchange rates are competitive.
Often the issue is that you are travelling around the world and have spent your USD cash already and need to replenish without being able to go back home for awhile...
