You want to withdraw USD from an ATM in Turkey?? No first hand experience with withdrawing USD but my gut-feeling is that the issue will be to find a ATM that is able to disburse in USD rather than Turkish Lira.

Anyway, bring the required USD to Turkey or use one of the currency exchange shops in the city (not at the airport) to buy USD; it shouldn't cost a lot because their exchange rates are competitive.
