Within the airport and within the city of Istanbul, all ATM's that you could withdraw USD would have a $ on them. You could withdraw USD from those ATM's.
I am not sure which ATM in IST withdraws USD, but I could tell you that most ATM's at IST Airport are located upstairs at the departure hall near entrance near 1.
