I can't answer about withdrawing USD rather than Lira at IST.
But I can tell you that Schwab is very good at reimbursing all ATM fees, regardless of what currency you take out and regardless of whether the fee is a flat $ or a %. So I wouldn't sweat the fee. I take the Schwab card everywhere and use it at the airport to withdraw cash for small transactions.
