Green Dot is a different take on banking. Once you register the card, they will send a printed debit card in your name to your address to allow you to do withdraw cash from an ATM.
In the meantime, it can be used as a debit Visa in stores or online.
Green Dot is really meant to be used in place of a traditional bank account. You can set up direct deposit for your employer to the Green Dot account.
If you are trying to use it strictly for the gas points, you will want to have spent the money to a $0 balance *before* the $7.95 monthly maintenance fee kicks in 30 days after registrations.
Because it acts as a bank account, you may only be able to register one or two to a given name/address, and they might ask for your social security number (they're legit though... You can buy stock in Green Dot.)
They have a competitor in American Express' "Serve" debit card, if you are familiar with that.
As to whether you get 5x points on the money you are loading to the card, I don't know that any of us can answer that because this is the first time that they've offered Green Dot for points. At least they haven't done so since 2017 (when I started tracking the Gift cards at Giant closely.)
