The $25 Partner fee ($12.50 per direction) has never been refundable unless the award is cancelled within 24 hours. There are some datapoints that AS has also refunded the Partner fee with the cuurent COVID-19 waivers. Officially though, it is not refundable after 24 hours. YMMV.
