Btw, CX has been helping with Thai repatriation flights, so in some days, HKG-BKK leg is allowed to take some passengers from North America.

HKG-SGN can probably take some passengers. "Experts", "investors", and some other categories (the net is wider than you might think) are allowed to enter Vietnam and have been able to book seats directly with other airlines on flights that are not being generally sold, so I would think it would be the same for CX.
