The easiest is to take a bus or a taxi. It is all of 35 miles. A beautiful ride that culminates in climbing up the hills to Jerusalem. Great view!

Car rentals at the airport are pretty cheap. When I'm there it's usually $16 to $20 a day. No insurance override with Plat major credit card. Gas is very expensive.

Road signs are in English, Arabic and Hebrew. Road to Jerusalem very clearly marked highway. Avis maps are great. There is an ATM right in the airport, I would recommend against using a money changer booth.
