System is not hard coded. It all depends on what the store managers told the cashiers. It is no denying that since Pandemic many more stores would not allow gebits. All stores now have a laminated notice posted at the CS counter about Money Services may require ID check. Such was not there before. It is now at every store since 2 months ago, and at the same time multiple friendly stores no longer friendly.
The most restrictive stores the moment the cashier sees you swipe instead of insert the card, s/he would ask to see the card and then refuses the transaction, the less restrictive stores the cashiers go ask the managers - some would allow it for "this time only", some dont care and just tell the cashier to go ahead. In the second type, there are also cashiers do it without any question. There are very few remaining stores still allow it with a max 2 gebits swipe and one transaction only. They know you are using gebits but they do not mind as long as only 2 and only 1 mo. EG, ES and ED all work. This is at SE Florida stores.
