No, you could call in the order earlier that same morning.

I am pretty sure he had misread that memo-corporate meant to say that if the restaurant is closed, then no free breakfast is due and extra points should be awarded. He just arbitrarily decided that he can keep the restaurant open for take out and decide not to grant the breakfast privilege.

As other posters have noted, HGI is completely unpredictable. Ideally each hotel would state on their website what they offer, but as the websites are controlled by Hilton corporate, they lack that ability. I am sympathetic to the hotels in these times and do not ask for much. As long as I get a bag with some yogurt and a shrink-wrapped bagel I am satisfied. However, I deeply dislike hotels that sentence me to starvation, and if I book a stay at an HGI I expect to be fed.It is said that the way to a man's heart is through his stomach, and it is true for me. Thus, I have shifted all my stays to limited service hotels such as Hampton Inn, where I know that I will get a few bites of something to each in the morning, as meager as it may be. Yes, I know that I can get something to eat outside the hotel, but in the morning I usually do not have the time for that extra stop.
Given what a lottery HGI is now, it is a chain that I will avoid until this whole Covid thing is over and done with.
