Remember that:

* Elite levels in travel loyalty programs are primarily business travelers (though the Aspire may give HH Diamond more leisure travelers than corresponding Bonvoy tiers)
* Business travel is off a cliff
* Hotels where most breakfasts were elites have therefore seen breakfast demand vaporize.

I'd daresay that at most DTs and HGIs outside of airports, downtowns, and near-exclusive leisure destinations, the vast majority of their breakfasts were complimentary (some of this doubtless comes from inflating the menu prices to try to recover the cost of the elite breakfasts, which is what I expect franchisees for whom a DT or HGI is their most premium property have done). Those properties are the ones where the old playbook isn't workable and most don't have a Belichick of hospitality at their disposal.
