I can't speak for Hilton, but I think it really depends on the location, I stayed at Marriotts in Louisville and Houston and their restaurant was fully open for breakfast, no lounge though. I also stayed at some hampton inn in Napanee, ON, where full breakfast was served, but they had someone serving the breakfast for you.
It depends on properties not location, as i had stayed at DT IAH, no restaurant no breakfast no substitute. Then i had stayed at HI within same city, one is grab and go bag, another is someone served the breakfast from the buffet. Also, even those that have grab and go bag, not one have the exact same contents, some are obviously nicer than others, fresh fruit vs dole fruit cup, bottle of water AND bottle of tropicana OJ vs just a bottle of water, etc.
