Blame the local municipalities. In some areas (
see Denver), you'll pay airport fees even if you're renting from a location that's say 10 miles from the airport. In some cases, you can get those fees waived if you didn't fly in, but it doesn't stop the rental companies from charging for them--not because they are greedy, but because the local government forces them to collect those fees.
