Target them how? If the objectives are to keep non-essential Americans out of Canada and non-essential Canadians out of America the quarantine requirement is working just fine except for the occasional business person who is indignant over a minor inconvenience that is helping protect Canadians.

It is unlikely the requirement will be changed until America gets better control of the virus whether or not Biden is elected in November and as noted in the post above it would be politically precarious for Canada to drop the requirement for other nations and not the U.S.A.
