I think that's overstating the risk, unless you're actually infected (most people quarantined are not). Getting a PCR test done during quarantine is one good way of confirming that.
It is kind of hard to get a PCR test done during quarantine, given that you are not supposed to leave your place of quarantine unless you need medical attention (which, showing no symptoms, you don't).
