I live in the midwest US, and using my home state resulted in the "too bad so sad" automated email reply. I also tried California and got the same "too bad so sad" automated email. I tried a third time with an EU country instead of the US, and I did not get the "too bad so sad" email. Maybe somebody will look at my request now.
