Yes, I agree. The same thing happened to me, for whatever reason a booking was not reticketed. They still of course honoured the lower price agreed some weeks before so it must be saved in the booking despite it being in ticketing limbo.
Once the agent has held the availability even though it isnt ticketed you should see the flights in MMB.
