The only way around is either booking two separate tickets online, or calling and requesting the short haul is priced at the standard avios rate.

But - and this is a long running cause of disagreement - in my understanding the “standard” rate for band 3 is now 14,500 so this is what you now pay. Either as 14,500+50p as the default RFS combination or (harshly) as 14,500 + full taxes when you add the leg to a long haul.
