Advice on BA holidays "promise" for Madeira

I have a BA holiday booked in July for September. Madeira is in the odd position that it is on the list of FCO exemptions from global advice against non essential travel, but does require self isolation on return.

I will transit Heathrow to JER where I am not required to self isolate. So far so good.

The only reason I would not travel and cancel was if the FCO advice took Madeira off the exempt list and I assumed that a change of this nature would fall under the "promise" and I could cancel and get a voucher.

But.. looking at the details of the BA holidays terms and conditions which I thought could cover this situation I read.....​​​​

"Date changes must be made, or a voucher requested within the notice period specified (in my case three weeks). For British Airways Holidays bookings that originate in the UK, in the event that the UK government introduce a new rule, after you have booked, which requires quarantine when returning from your booked destination, you can give notice within seven days of the government announcement. "

Madeira already has a self isolation requirement so a change to the exempt status would not be a change, as sited above, to quarantine requirements. I am now confused as to whether a change to no longer exempt would allow me to , within 7 days of the FCO change, cancel my holiday and get a voucher, as in that event I would not want to fly.
