Can UK national fly from Bangkok, Thailand to Germany?

I am confused by https://www.iatatravelcentre.com/int...fhlfbDNf_E8TEM which says Thailand is a third party country but only applies to residents - Im tourist on visa amnesty, but at higher point is the policy doesn't apply to "- British nationals;". I would guess am okay then?

What about transit in Doha, does that effect anything with regars to entry to Germany
