Wow - that does sound like a big problem. I assume that your account covers both Uber Eats and ridesharing. From what you describe, if you have an issue with Eats that you can't resolve through normal channels and choose to do a chargeback, you find yourself locked out of ridesharing.
I had that happen to me a few years ago. I ended up just paying it because it did, indeed, lock up my Uber account for rides.
