Most federal government travelers do not have "orders" or anything approaching them.
I generally encounter the verbiage that Often1 cites which makes it pretty clear that it's for work travel.
Re: "Orders", I've always found this a bit odd as well. We used to carry a letter from management basically saying that we had standing orders to travel and use the govt rate. Was never asked for it. Also, at least in my case, every federal trip I ever took required pre-authorization from management, so that would constitute "orders" in some interpretation of the phrase I suppose.
Again, the language around this is mushy, and the enforcement even more so.
